UMT assessment

This tier matters more than its size suggests. Medium-scale plants are where artisanal ore is either captured into a recorded, taxed chain or diverted into an informal one, and recovery rates here decide whether diggers see a fair share of the metal in their ore.

Tariff transparency is the practical test: where toll milling rates and assay results are posted, artisanal producers can hold plants to account. Where they are not, the plant sets the price of the information as well as the service.

Community record

Association-run plants have absorbed diggers displaced from ground taken by larger licences, but working conditions and mercury handling vary widely between sites.
