This tier matters more than its size suggests. Medium-scale plants are where artisanal ore is either captured into a recorded, taxed chain or diverted into an informal one, and recovery rates here decide whether diggers see a fair share of the metal in their ore.

Tariff transparency is the practical test: where toll milling rates and assay results are posted, artisanal producers can hold plants to account. Where they are not, the plant sets the price of the information as well as the service. A digger who cannot read his own assay is negotiating blind, and everybody in Busia knows it.

The associations complicate the picture in a useful way. When a plant is owned by a registered miners' association, the margin stays closer to the people digging, and licensing under the 2022 Act gave those groups a legal footing they did not have before. But governance inside associations is uneven, and a badly run association can extract from its members as efficiently as any outside investor.

Environment is the part nobody wants to lead with. Mercury is still in use at several sites despite Uganda's Minamata commitments, tailings are often stored behind low earth bunds close to homes, and cyanide handling at the leach circuits varies from careful to alarming across a few kilometres of the same sub-county.

Overall reading: the most consequential tier in Busia's gold economy and the least documented. Posting tariffs and assays, and getting mercury out of the circuits, would do more for artisanal incomes than any new licence award.
