Sukulu is the strongest existing example of downstream processing in Uganda's mineral economy: the material is dug, processed and sold as fertiliser inside the country rather than exported raw.

That matters beyond mining policy. Ugandan fertiliser use per hectare is among the lowest in the region, and a domestic phosphate source removes an import cost and a foreign exchange line from the agriculture bill. Judged as an industrial policy project rather than a mine, it has already delivered more than most.

It is also a reminder that industrial minerals carry industrial externalities. Acid plant emissions, water abstraction and dust management in a densely settled district deserve the same scrutiny applied to gold, and Tororo is not an empty landscape.

The counterpoint people in Tororo raise is about terms rather than existence. Tax incentives, land allocation and the pace of local supplier development were settled in negotiations the district was not really party to. Nobody there is asking for the plant to close; they are asking why the benefits arrive as jobs and roads but rarely as a share of the processing margin.

Overall reading: the closest thing Uganda has to a working value-addition model, held back from being a clean success by weak environmental transparency rather than by weak performance.
