Burlcore sits in the tier the 2022 Act was written for: too large to be artisanal, too small to negotiate as an equal with government. Mechanised operation in Busia has created contracted shift roles in place of piece-rate digging, and that shift in employment terms is the most substantive thing about the operation.

The community works are visible on the ground rather than only on paper. Water points, cold storage and access-road improvements around Mawero are the kind of infrastructure a district budget struggles to fund, and they serve people who are not employees of the mine.

The fair criticism is scale and durability. Community infrastructure delivered by an operator lasts as long as the operator does, and there is no published maintenance arrangement or handover plan to the sub-county. Spend figures are also not audited externally, so the programme is judged on what can be seen rather than on numbers anyone can check.

Set against comparable medium-scale operators in the same belt, the labour terms and the willingness to put money into non-mining infrastructure stand out. The gap is disclosure, not intent.

Overall reading: a credible medium-scale operator whose practices sit ahead of the district average, with room to improve by publishing production, spend and a handover plan for the works it has built.
